			<content:encoded><![CDATA[<p>The second international pitching event for oceanian films during next years FIFO, will take place from the 24th to the 30th january 2011. This market place, initiated at the FIFO 2010, was created for you to present your oceanian projects and find interested  film professionals from all over the world for potential co-productions.</p>
<p>All project-proposers (authors, directors, producers) will be granted three to five minutes to present their film idea in front of an audience of international film professionals such as commissioning editors, film funds or other producers. Every contestant should present his project in person and will be given access to audiovisual means to support his presentation. At the end of all the presentations, the participants will have the opportunity to meet each other and exchange on a more personal level.</p>
<p>Precedent to the pitch, a coach will be at disposal to all who are interested, helping them work on their performance. A conference for all participants will be held, informing pitchers on expectations of present commissioning editors and providing useful tips and details on international coproductions.</p>
<p>Every year, the FIFO is attracts more tv and funding representatives from all over the world(ABC Australia, TVNZ, ITVS USA, France Television etc.). This years edition promises to be enriched by the presence of major channels such as ZDF (second German channel), ARTE and others.</p>

<p>- The NC2011 present some aspects of their charta, concerning the media coverage of the Pacific Games in New Caledonia 2011.</p>
<p>- The problem in this case is that the New Caledonian authorities imposed a decentralisation of the games. That means, that there will be around 27 disciplines carried out by 3500 athletes, spread over an area nearly as large as Europe.</p>
<p>- As only 10 of the 33 New Caledonian communities will be hosting the games, a torch rally has been organized one month before the games, which will intregrate all of the communities.</p>
<p>- In addition to that, all of the territories who are taking part have different geographical, economical or human realities. Each delegation will need an interpretor. Language barriers need to be overcome.</p>
<p>- No need to mention, how crucial these games are to promote an interregional communication and understanding among Pacific countries.</p>
<p>- Accordingly, this event needs sufficient media coverage.</p>
<p>- NC2011 is proposing free rights to all participating countries, provided they contribute to the making of this coverage, be it with equipment or man power.</p>
<p>- NC2011 would like, however, to keep control of the nature of the coverage to make sure, that all countries are served equally. They want to participate on the international output, to preserve the best possible equity.</p>
<p>- The NC2011 council will manage the general output / selection via RFO NC. They will be broadcasting on several channels, to be able to offer a variety of coverages. Every channel can then modify it and add commentraries in accordance with the charta.</p>
<p>- They will be making use of the satellite NSS9, which guarantees a coverage across the pacific.</p>
<p>- The NC2011 is planning to activate 16 production units with several cameras. For a more detailed planning, they will need some feedback from interested broadcasters though.</p>
<p>- They are thinking of offering a daily 52’ account of the days highlights. But then again, they should maybe consider every channels exact needs and offer different coverages.</p>
<p><span style="text-decoration: underline;">- What the broadcasters say:</span></p>
<ul>
<li>Cook islands: We show everything we can afford</li>
<li><span style="text-decoration: underline;">Fij</span>i: Would like to see the charter for more details and wonders about the rights in markets with competitor stations. And would like to have concrete demands: how much equipment will be needed, how much man power?</li>
<li><span style="text-decoration: underline;">RFO France</span>: sees a great opportunity in this. Those images can circle around the world. They want to take part in this event, not just produce it. They would like to export it to Europe: special offers?</li>
<li><span style="text-decoration: underline;">RFO Tahiti</span>: Are there other offers apart the 52’ highlights? How many events will there be?</li>
<li><span style="text-decoration: underline;">NC2011</span>: 16 events following 20 events on 30 sights. They try to serve what the bcs want or can afford. Next year will come with more precise propositions.</li>
<li><span style="text-decoration: underline;">ABC, Australia</span>: are interested in producing some feature material of the event. And even though  they are not part of the participating countries, they do broadcast in a lot of south pacific and asian countries via Sky pacific. In addition to that they have 16 fm radio stations all over the pacific. Where does that put them?</li>
</ul>
<p>- Crucial question: How about online and radio rights?</p>
<p>- Mai TV mentions, that they all want to help, but that there is not a lot of equipment around.</p>
<p>- Sponsoring? Advertisements?</p>
<p>- NC2011 proposes, that the broadcasters use this opportunity to win new sponsors and advertizers and boost their material.</p>
<p>-The overall coverage cost will depend on what the broadcasters want.</p>
<p>-Fred Vurobaravu, Vanuatus, suggests to use this opportunity for training young technicians – a suggestion that is welcomed by every one else.</p>
<p>-Wallès Kotra suggests an offer for host channels and one for outside countries? And how about the opening and closing ceremonies?</p>
<p>- NC2011 promise to come back next year with a concrete planning of the media coverage. Samoa, Cook, Fiji and the Vanuatus are countries, that have already expressed their wish to participate.</p>

<p>All project-proposers (authors, directors, producers) will be granted three to five minutes to present their film idea infront of an audience of international buyers / financers such as commissioning editors, investors or other producers. Every contestant should present his project in person and will be given access to audiovisual means to support his presentation. At the end of all the presentations, the buyers/financers will have the opportunity to meet the different contestants to express their interest in a potential collaboration.</p>
<p>Precedent to the pitch, a coach will be at disposal to all who are interested, helping them work on their performance.</p>

<p><strong>FIFO’s dream night preview</strong></p>
<p>‘API ROA’ FIFO for 2010! This seventh edition will in fact begin from Monday evening, the eve of the official opening, with ‘fiction night’. To announce the arrival on the festival menu, the works of fiction will make a spectacular entrance with this extraordinary evening which will allow all the spectators to discover in the first part, at 7pm, 7 short films from Polynesia, Australia, New Zealand,…and secondly, towards 9pm, a preview with the screening of ‘Mr. Fortune’s Whim’, a 90 minute film which is mainly set in Tahiti. It will be presented by the Managing Director of France 2 which will broadcast this film during 2010.</p>
<p>The public at large in Polynesia has been asking for this opening to fiction. The diversity of the themes, the freedom of the formats and the development of new technologies make fiction the land of favoured expression for a whole new generation of creators. There is no doubt that they will find the resources to give shape to their dreams.</p>
<p>With this in mind, this year the script writing workshop has chosen the short fictional film format as the theme.</p>
<p>From 2011, a real fiction section will be in place and in competition, in the hope that between now and then many Polynesian and Oceania vocations will be born.</p>
